Investigate & Expose Corruption — The President picks 2 bids to open. Bribe tiles are revealed for all to see — corrupt players are fined, clean players rewarded. Bribe the President to skip your bid and stay safe.

Resolve & Collect Chairmen — All remaining bids are revealed, Kickbacks paid out, and Chairmen assigned to the highest bidders. Build your collection carefully — who you hold matters.
