The Corruption Loop
Every bid is a gamble. Legitimate resources win Chairmen fairly — but Bribe tiles multiply your Kickbacks.
The President investigates 2 bids each round: pay the penalty if caught, or walk away rich if you're not.
The most corrupt player who survives wins big. The most powerful President takes a salary
and a cut of everyone else's crimes.
How a Round Plays

President Appointed — The new President gets a salary of 10 Kickbacks and deals 6 resource chips to all players.

Bid for Chairmen — Players take turns placing or moving bids on face-up Chairman cards. You may secretly include a Bribe tile for bonus Kickbacks. Outbid others to secure the Chairman you want.

Investigation — The President chooses 2 bids to investigate. Players may bribe the President to be skipped. Bribe tiles are revealed: corruption is fined, innocence is rewarded.
4
Resolve & Collect — Remaining bids are revealed, Kickbacks awarded, and Chairmen assigned. Award cards go to the leader in each category.
